IPAA Praises House Action on Consolidated Appropriations Package

WASHINGTON, D.C. – Independent Petroleum Association of America (IPAA) President and CEO Barry Russell issued the following statement after the U.S. House of Representatives approved the “Make America Secure and Prosperous Appropriations Act of 2018” (H.R. 3354), a consolidated appropriations package that includes Fiscal Year 2018 funding for the Department of the Interior and Environmental Protection Agency (EPA):

“IPAA appreciates the leadership by the House Appropriations Committee and the countless hours spent over the last few months to ensure the Interior-EPA Appropriations bill for fiscal year 2018 crosses the finish line. We applaud Speaker Paul Ryan and House Leadership for taking up this package under regular order to ensure an open and transparent process.

“IPAA member companies rely on long-term certainty when developing new projects and managing existing developments. One of the fundamental responsibilities of Congress, as outlined by the U.S. Constitution, is to appropriate funds for the government to operate. Passing appropriations bills through regular order, rather than funding the government through a continuing resolution, guarantees more business certainty as IPAA’s member companies can accurately plan for the coming year.

“The FY 2018 appropriations package contains provisions that will make it less burdensome for America’s independent producers to safely and responsibly operate on federal, state, and private lands. One such amendment, offered by Congressman Markwayne Mullin of Oklahoma, would prohibit federal agencies from using a flawed Obama-era calculation for the social cost of carbon when formulating new rulemakings. This is just one example of how the appropriations process can be helpful and clarifying for IPAA members making business decisions.

“IPAA urges the U.S. Senate to swiftly consider and approve this important appropriations bill.”
